IMF MISSION HEAD AVOIDS FORECASTS OVER BEGINNING OF
NEGOTIATIONS ON NEW FINANCING PROGRAM OF MOLDOVA, SAYING EVERYTHING DEPENDS ON GOVERNMENT

Chisinau-11.11.2003/16:24:05/(BASA-economic) David Owen, head of the
International Monetary Fund Mission to Moldova, avoided forecasts at
the end of his visit to Chisinau over the beginning of negotiations
on a new financing program for Moldova, saying that everything
depends on the Chisinau government, which has to present an
economic growth and poverty reduction program.

"When we see concrete steps in this regard, we will react
immediately and will send a new mission," David Owen stated during a
news conference.

He told journalists, who asked forecasts about future negotiations on
the new program, that "they should look for answers to this
question from the government."

Owen was more pessimistic than IMF Resident Representative Edgardo
Ruggiero, who had stated on the eve of the mission's arrival that
negotiations concerning the Fund's new financial program for
Moldova would start in the first half of 2004, when the Fund would
discuss the mission's report.

The current program, approved in December 2000, runs off at the end
of 2003. As Chisinau has failed to fulfill part of actions agreed
with the Fund, the program has been repeatedly suspended, so that
Chisinau has received only three tranches of the 147-million-dollar
credit (December 2000, March 2001 and July 2002), in the amount of 37
million dollars.

The IMF mission, which paid a visit to Moldova on October 28 -
November 11, will deliver a report to the Fund's Board of
Directors, which will have to decide upon a new mission. The term of
negotiations will be established after the deployment of a new IMF
mission to Moldova.

The IMF mission analyzed with Moldovan authorities the country's
economic and financial situation and agreed on next steps to be
taken in a move to begin negotiating the new program.

Owen said he was impressed by "the strong economic growth" in Moldova
over the last three years, the increase of direct investments,
improvement of the measures taken by the central bank to lower
inflation. But the IMF had reservations towards the local business
environment and fiscal policy. He noted that forecasts regarding the
unreimbursable foreign funding and expectations of large incomes
from the privatisation in 2004 are two optimistic. "We have agreed
with the government over a series of measures to struggle against the
corruption," Owen said. According to him, the Fund would like to see
the government engaged in acceleration of the privatisation process.

"We have concluded that in the past ten years, the programs for
Moldova have not been implemented fully and there is no continuity
in implementation," Owen added.


ŞEFUL MISIUNII FMI EZITĂ SĂ FACĂ PROGNOZE PRIVIND ÎNCEPEREA NEGOCIERILOR ASUPRA NOULUI PROGRAM DE FINANŢARE A MOLDOVEI ŞI AFIRMĂ CĂ TOTUL DEPINDE DE GUVERN

La încheierea vizitei sale la Chişinău, şeful misiunii FMI, David Owen, a ezitat să facă prognoze privind începerea negocierilor asupra noului program de finanţare pentru Republica Moldova şi a afirmat că totul depinde de Guvern, care urmează să prezinte un program de creştere economică şi reducere a sărăciei.

"Când vom vedea paşi concreţi, vom reacţiona imediat şi vom trimite o nouă misiune", a declarat marţi într-o conferinţă de presă David Owen.

În replică la insistenţa jurnaliştilor de a obţine prognoze privind viitoarele discuţii asupra noului Program, înaltul demnitar al FMI a spus că această întrebare "ar trebui să fie readresată Guvernului".

David Owen s-a arătat mai pesimist decât rezidentul FMI la Chişinău, Edgardo Ruggiero, care în ajunul sosirii misiunii Fondului declara că negocierile ar putea să fie iniţiate la începutul anului 2004, după examinarea la sfârşitul lunii ianuarie a raportului misiunii FMI.

Actualul program de finanţare, aprobat în decembrie anul 2000, expiră la sfârşitul acestui an. Din cauza că Chişinăul nu a realizat o parte din acţiunile convenite cu Fondul, programul a fost în repetate rânduri suspendat, astfel că R.Moldova a primit doar trei tranşe din acest credit (decembrie 2000, martie 2001 şi iulie 2002) în valoare de circa 37 mln USD din suma totală de 147 mln USD.

Misiunea FMI, care s-a aflat în vizită în R.Moldova în perioada 28 octombrie - 11 noiembrie, va prezenta consiliului de directori al Fondului un raport, după examinarea căruia va decide asupra unei noi misiuni. Abia după următoarea misiune ar putea fi stabilit termenul începerii negocierilor.

Misiunea FMI a analizat cu autorităţile moldovene situaţia economică şi financiară a ţării şi a convenit asupra paşilor următori ce ar trebui să fie făcuţi pentru începerea discuţiilor privind noul program de finanţare.

David Owen s-a arătat impresionat de "creşterea economică puternică" din ultimii trei ani, creşterea fluxului de investiţii, a măsurilor întreprinse de BNM în vederea reducerii inflaţiei. Însă reprezentantul FMI a formulat mai multe rezerve faţă de mediul de afaceri şi politica fiscală. El a declarat că prognozele privind obţinerea unor finanţări nerambursabile din exterior şi a veniturilor din privatizare în anul 2004 sunt prea optimiste. "Am convenit cu Guvernul asupra unui set de măsuri privind combaterea corupţiei", a mai spus Owen. Potrivit acestuia, FMI ar dori să vadă un angajament al Guvernului în vederea accelerării procesului de privatizare.

"Un moment important, am ajuns la concluzia că în ultimii zece ani programele pentru R.Moldova nu au fost implementate pe deplin şi că nu există o continuitate în implementarea lor", a mai spus David Owen.

ГЛАВА МИССИИ МВФ НЕ РЕШАЕТСЯ ДАВАТЬ ПРОГНОЗОВ В ОТНОШЕНИИ НАЧАЛА ПЕРЕГОВОРОВ ПО НОВОЙ ПРОГРАММЕ ФИНАНСИРОВАНИЯ МОЛДОВЫ И УТВЕРЖДАЕТ, ЧТО ВСЕ ЗАВИСИТ ОТ ПРАВИТЕЛЬСТВА

Глава миссии МВФ Дэвид Оуэн (David Owen), в завершение своего визита в Кишинев не решился дать прогнозы в отношении начала переговоров по поводу новой программы финансирования Республики Молдова и сказал, что все зависит от правительства, которое должно представить программу экономического роста и снижения уровня бедности.

"Когда мы увидим конкретные шаги, мы немедленно отреагируем и направим новую миссию", - заявил во вторник Дэвид Оуэн.

В ответ на настойчивое стремление журналистов получить прогнозы относительно будущего обсуждения новой программы, высокопоставленный представитель МВФ сказал, что этот вопрос следует "переадресовать правительству".

Дэвид Оуэн выразил больше пессимизма, чем резидент МВФ в Кишиневе Эдгардо Руджиеро, заявивший накануне прибытия миссии фонда, что переговоры могут начаться в начале 2004 года, после рассмотрения в конце января отчета миссии МВФ.

Срок нынешней программы финансирования, утвержденной в декабре 2000 года, истекает в конце текущего года. Из-за невыполнения Кишиневом части оговоренных с фондом мероприятий, программа неоднократно приостанавливалась, поэтому Республика Молдова получила только три транша данного кредита (декабрь 2000 года, март 2001 года и июль 2002 года) в размере примерно 37 млн.USD из общей суммы 147 млн.USD.

Миссия МВФ, находившаяся с визитом в Республике Молдова с 28 октября по 11 ноября, представит совету директоров фонда отчет, после рассмотрения которого будет принято решение о новой миссии. Только после следующей миссии можно будет установить срок начала переговоров.

Миссия МВФ проанализировала совместно с молдавскими властями экономическое и финансовое положение страны и договорилась о следующих шагах, которые следует предпринять для начала обсуждения новой программы финансирования.

Дэвид Оуэн заявил, что на него произвел впечатление "сильный экономический рост" за последние три года, рост притока инвестиций, меры, предпринятые НБМ в целях снижения уровня инфляции. Представитель МВФ выдвинул ряд замечаний к деловой среде и налоговой политике. Он заявил, что прогнозы в отношении получения безвозмездного финансирования из-за рубежа и доходов от приватизации в 2004 году слишком оптимистичны. "Мы договорились с правительством по поводу ряда мероприятий по борьбе с коррупцией", - добавил Оуэн. По его словам, МВФ хотел бы видеть обязательство правительства по ускорению процесса приватизации.

"Важный момент состоит в том, что мы пришли к выводу, что в последние десять лет программы для Республики Молдова не были внедрены в полном объеме и нет последовательности в их выполнении", - добавил Дэвид Оуэн.
