IMF Technical Assistance Mission Concluded Its Work
on February 8

Mr. Eivind Tandberg, IMF Public Financial Management Advisor based at the Center of Excellence in Finance (CEF), and Ms. Iana Paliova, regional expert from Bulgaria, worked in Chisinau during February 4-8, 2008.

The primary goal of the mission was to review progress in the implementation of  measures to include health and social fund resources in the treasury single account, to strengthen the budget classification and chart of accounts, and to improve coordination of medium-term and annual budgets, capital budgeting and cash management. The mission sought to identify any critical bottlenecks or obstacles in this regard, and suggest solutions to such problems, and discussed plans for providing future technical assistance, in particular in the fields of cash management and capital budgeting.

The mission was pleased with progress made, in particular with regard to including the Social Fund and the Health Insurance Corporation in the treasury single account.

The mission met with the management and staff of the Ministry of Finance, the Ministry of Economy and Trade, the Social Fund, the Health Fund, and the World Bank.

Mr. Tandberg will report his findings and recommendations to the IMF management, which will, in turn, share them with the authorities and other relevant parties. The summary of the final aide-memoire will be posted on the CEF website (http://www.cef-see.org), and will be made available to interested parties at their request.
