The
Government – between accomplishments and
failures
President Vladimir
Voronin has recently delivered a speech at a
meeting of the Council of Ministers in which he
assessed the activity of the current Government.
We have selected several “marks” given by the
head of state to the Government and asked the
opinion of former prime ministers, economic
analysts and international organizations which
we present bellow.

The economy is growing at a good pace. At the
risk of over-simplifying, the main reason
Moldova is growing is because it is exporting
wine and people. This has positive and negative
effects. The positives are that the economy
grows and that remittances are effectively
working as the most important social safety net
in Moldova. The negatives of emigration and
remittances are the social implication of
divided families; shortages of labor supply that
are already having an impact on certain sectors
of the economy, including in agriculture; higher
inflation; and a very rapid increase in the
price of houses and apartments. With so much
money coming in, there is a lot of pressure for
the Leu to appreciate and there is only so much
the National Bank can do to offset this impact.
What would be needed are both a less
expansionary fiscal policy and more structural
reforms to generate a supply response.
Eventually, with good economic policies and
structural reforms, these industrious Moldovans
living abroad will come back and invest in
Moldova. In my view, an important challenge for
policymakers is to create the conditions to
channel remittances from consumption to
investment. A priority therefore, would be to
accelerate reforms to facilitate the
establishment and operations of small and
medium-sized enterprises.

Guvernul-intre realizari si esecuri
Recent, presedintele Vladimir
Voronin a tinut un discurs in cadrul unei sedinte a Cabinetului de Ministri, in
care a dat o apreciere actualului Executiv. Am selectat cateva din "notele" puse
Guvernului de seful statului si am solicitat opinia ex-prim-ministrilor,
analististilor economici si a organizatiilor internationale, pe care vi le
propunem mai jos.

Economia creste intr-un ritm bun.
Riscand sa simplific prea tare lucrurile, as spune ca o cauza principala a
cresterii economice in Moldova este exportul de vinuri si forta de munca. Acest
lucru are efecte atat pozitive cat si negative. Efectele pozitive sunt cresterea
economica si faptul ca remitentele servesc drept cel mai important mijloc de
protectie sociala in Moldova. Efectele negative ale emigrarii si remitentelor
sunt de natura sociala in urma familiilor despartite; deficitul bratelor de
munca, ce are deja un impact asupra unor sectoare din economie, inclusiv
agricultura; nivelul mai inalt al inflatiei si majorarea rapida a preturilor la
case si apartamente. Un astfel de aflux de mijloace banesti exercita mari
presiuni de apreciere asupra leului, Banca Nationala facand tot posibilul pentru
a compensa acest impact. In cazul dat este nevoie de o politica bugetar-fiscala
mai putin expansionista si mai multe reforme structurale pentru a genera o
reactie din partea ofertei. Eventual, cu politici economice bune si reforme
structurale, acesti moldoveni harnici vor reveni si vor investi in Moldova. Dupa
parerea mea, o sarcina importanta pentru factorii politici de decizie este
crearea conditiilor pentru redirectionarea remitentelor de la consum la
investitii. Prin urmare, o prioritate ar fi accelerarea reformelor in vederea
facilitarii crearii si activitatii intreprinderilor mici si mijlocii.

Правительство - между достижениями и
провалами
Недавно президент страны
Владимир Воронин выступил с речью на заседании Кабинета министров, в которой дал
оценку деятельности нынешнего правительства. Мы выбрали лишь несколько "оценок",
вынесенных правительству главой государства, а также попросили высказаться по
этому поводу бывших премьер-министров, экономических аналитиков и представителей
международных организаций.

Экономика развивается хорошими
темпами. Рискуя слишком упрощать вещи, скажу, что одной из причин экономического
роста в Молдове является экспорт вин и рабочей силы. Это имеет как положительные,
так и отрицательные последствия. В качестве положительного эффекта можно
отметить экономический рост и тот факт, что денежные переводы
служат главным средством социальной защиты в Молдове. Отрицательные эффекты
миграции и денежных переводов носят социальный характер –
разрушаются семьи; в республике чувствуется дефицит рабочей силы, что уже
сказывается на некоторых секторах экономики, в том числе, в сельском хозяйстве;
более высокий уровень инфляции и высокие темпы роста цен на недвижимость. Такой
приток денег вызывает рост курса отечественной валюты, а Национальный банк
Молдовы делает все возможное, чтобы компенсировать это. В таком случае
необходима менее экспансивная бюджетно-фискальная политика, а также больше
структурных преобразований, чтобы вызвать реакцию со стороны предложения.
Возможно, что при хорошей экономической политике и структурных преобразованиях,
трудолюбивые молдаване вернутся в Молдову и начнут вкладывать инвестиции в ее
экономику. Я считаю, что главная задача руководства страны состоит в создании
условий для перенаправления денежных переводов с
потребления на инвестирование. Следовательно, одним из приоритетов может быть
ускорение реформ в целях упрощения создания и деятельности малых и средних
предприятий.
