OCTOBER WILL BE DECISIVE FOR RELATIONS BETWEEN MOLDOVA AND IMF, FUND REPRESENTATIVE SAYS

Chisinau-30.09.2000/(BASA-press) October will be a decisive month
for the relationships between Moldova and the International Monetary
Fund (IMF), as it was November 1999 and April 2000, IMF Resident
Representative Hassan Al-Atrash told Saturday a news conference.

In November 1999 and respectively, April 2000, the IMF stopped the
financing for Moldova after the parliament rejected the
privatisation of some enterprises in the wine and tobacco industries.

To resumption of the crediting for Moldova depends on whether the
parliament adopts a consistent budget with low inflation, on the
projects on privatisation of wineries and tobacco enterprises, laws
which have to be examined next month, said Al-Atrash. The IMF will
take into consideration the government's readiness to unlock the
export of cereals, too.

Al-Atrash also stressed that the 2001 draft budget banked on a very
significant external financing, and was approved by the government
with a deficit of 221 million lei. "We are ready to give money to
cover the social expenses, which have been stipulated in the next
year budget law, especially that the draft budget is rather good,"
the IMF officvial stated.

An IMF mission is due to arrive in Chisinau in mid-October. It has
to initiate talks with the Chisinau government on the new crediting
memorandum and a strategy on poverty reduction, presented for the
IMF discussions.

Chisinaului cu Fondul Monetar International, la fel cum au fost noiembrie 1999 si aprilie 2000, a declarat astazi intr-o conferinta de presa reprezentantul permanent al FMI la Chisinau, Hassan Al-Atrash.

In noiembrie 1999 si, respectiv, aprilie 2000, FMI a stopat finantarea pentru Republica Moldova dupa ce Parlamentul nu a votat privatizarea unor intreprinderi din tutunarit si vinificatie.

Deblocarea creditarii RM depinde de adoptarea de catre Parlament a unui buget consistent cu o inflatie joasa, a proiectelor de privatizare a unor combinate din vinificatie si tutunarit, legi
ce vor fi examinate in luna viitoare, a spus Al-Atrash. FMI va lua in consideratie si
disponibilitatea Guvernului de a debloca exportul de cereale.

Hassan Al-Atrash a subliniat ca proiectul bugetului pentru anul 2001 mizeaza pe o finantare
externa semnificativa, fiind aprobat de catre Guvern cu un deficit de 221 mln lei. "Noi suntem
dispusi sa dam bani pentru acoperirea cheltuielilor sociale, care au fost prevazute in proiectul
bugetului pentru anul viitor, mai ales ca proiectul bugetului este destul de bun", a spus
Al-Atrash.

In a doua jumatate a lunii octombrie urmeaza sa soseasca la Chisinau o misiune a FMI pentru a
initia negocierile cu Guvernul asupra noului Memorandum de creditare si a strategiei de reducere a saraciei, prezentat pentru discutii FMI.
