In the Government's Press Release published on November 24, 2000, it is announced that a seminar devoted to the presentation and discussion of the Government of Moldova’s Interim Poverty Reduction Strategy will take place in the Republican Palace on Monday, November 27th, 2000 at 10:00 am. Keynote speakers include the Prime Minister, Mr. Dumitru Braghis and the first Vice Premier and Minister of Economy and Reforms, Mr. Andrei Cucu. The intention of the government is to develop further this strategy in partnership with the roundtable’s participants, including parliament, local authorities, Moldova’s civil society and the country’s international development partners.

The Poverty Reduction Strategy is a comprehensive structural reform programme aiming at the economy’s sustainable growth and development in the medium term, with an explicit emphasis on poverty alleviation. The strategy integrates in a consistent manner components related to the country’s sectoral policies (including rural development, health and education, social protection and public administration reform programmes) within a fiscally sustainable macroeconomic framework.

I. Introduction

  1. Over the last three years Moldova has made significant progress toward achieving and retaining macroeconomic and financial stabilization. It has, furthermore, implemented many structural and institutional reforms that are required for an efficient functioning of a market economy. The results of these efforts have contributed to the maintenance of macroeconomic and financial stability under difficult external circumstances and the creation of an environment that is conducive to the economy’s growth and development in the medium term.
  2. Despite these efforts Moldova continues to have one of the lowest levels of income per capita in Europe. The Government is well aware of this reality and is of the view that rapid and sustainable growth is the main instrument for reducing the development gap of the country relative to the rest of Europe, improving the standard of living of the population and reducing the poverty of those most in need. To address these aims in a comprehensive fashion the Government is intending to prepare a Poverty Reduction Strategy Paper (PRSP) by early 2002 and launch a national poverty reduction plan. This policy is consistent with Moldova’s aspirations to become more integrated in Europe. To strengthen the policy’s effectiveness, the strategy will be prepared by the Government in close consultation with, and broad participation from, representatives of the Parliament, civil society, and the donor community.
  3. With the aim of achieving a rapid and sustainable growth path, the Government has agreed with the Fund and the Bank staff on a three year macroeconomic framework and a set of policy measures, which are described in the attachments to this document. The Government intends to request a three-year Poverty Reduction and Growth Facility (PRGF) arrangement with the Fund. Furthermore the Government will continue to cooperate with the World Bank in the context of structural adjustment and investment operations.

In Declaratia pentru presa a Guvernului emisa la 24 noiembrie 2000, se anunta ca la 27 noiembrie, 2000, la orele 10.00, in incinta Palatului Republicii, va fi organizat un seminar consacrat prezentarii si discutarii Strategiei preliminare a Guvernului Republicii Moldova cu privire la reducerea saraciei. Discursurile principale vor fi tinute de catre dl Dumitru Braghis, Prim-ministru si dl Andrei Cucu, Viceprim-ministru, ministrul economiei si reformelor. Scopul seminarului este de a prezenta documentul preliminar al Strategiei si de a face publica intentia Guvernului de a elabora, pe parcursul anului viitor, documentul complet al Strategiei cu concursul intregii societati, inclusiv a Parlamentului, autoritatilor publice locale, societatii civile si comunitatii donatorilor.

Strategia de reducere a saraciei este un program cuprinzator de reforme structurale care are ca obiectiv asigurarea unei cresteri si dezvoltari economice durabile, cu un accent explicit asupra reducerii saraciei. Strategia contine componente ce se refera la politicile sectorale ale tarii (inclusiv programe de reforma in sectoarele public, de ocrotire a sanatatii, invatamant, protectie sociala, dezvoltare rurala) coordonate in contextul unui cadru financiar durabil.

Strategia preliminara cu privire la reducerea saraciei

I. Introducere

  1. Pe parcursul ultimilor trei ani Moldova a realizat un progres semnificativ în vederea obţinerii şi menţinerii stabilităţii macroeconomice şi financiare. De asemenea, au fost implementate o serie de reforme structurale şi instituţionale necesare pentru funcţionarea eficientă a economiei de piaţă. Rezultatele acestor eforturi au contribuit la menţinerea stabilităţii macroeconomice şi financiare în circumstanţe externe dificile şi la crearea unui mediu, ce va facilita creşterea economică şi dezvoltarea pe termen mediu.
  2. În pofida acestor eforturi, Moldova continuă să fie plasată pe unul din locurile cele mai joase din Europa în ceea ce priveşte venitul pe cap de locuitor. Guvernul este conştient de această realitate şi este de părerea că creşterea economică rapidă şi durabilă este principalul instrument pentru reducerea decalajului în dezvoltare dintre Moldova şi celelalte ţări din Europa, prin îmbunătăţirea nivelului de viaţă al populaţiei şi prin reducerea sărăciei în rândul celor mai nevoiaşi. Pentru a realiza aceste obiective într-o manieră atotcuprinzătoare, Guvernul intenţionează să elaboreze o Strategie de reducere a sărăciei (SRS) către începutul anului 2002 şi să lanseze un plan naţional de reducere a sărăciei. Această strategie face parte din aspiraţiile Republicii Moldova de a se integra mai profund în structurile europene. În scopul consolidării eficienţei politicilor economice, strategia va fi elaborată de către Guvern, cu consultarea îndeaproape şi participarea largă a reprezentanţilor Parlamentului, societăţii civile şi organizaţiilor donatoare.
  3. În scopul obţinerii unei creşteri rapide şi durabile, Guvernul a convenit cu Fondul Monetar şi Banca Mondială asupra unui cadru macroeconomic pe trei ani şi asupra unui set de măsuri politice, care sunt descrise în anexele la acest document. Guvernul intenţionează să solicite un program de Reducere a sărăciei şi creştere economică (RSCE) pe trei ani cu Fondul Monetar Internaţional. De asemenea, Guvernul va continua să coopereze cu Banca Mondială în contextul operaţiunilor pentru ajustări structurale şi a celor investiţionale.
