2002 DRAFT BUDGET MAY BE MODIFIED AFTER CONSULTATIONS
WITH IMF, FINANCE MINISTER SAYS

consultations with experts from the International Monetary Fund
(IMF), many basic indicators in the 2002 draft budget may be
modified, Finance Minister Mihai Manoli has said.

Moldovan officials have already modified the initial forecast on
the exchange rate of the national currency versus the U.S. dollar
for next year - from 14.5 to 13.5 lei for one dollar.

At the same time, after consultations with the IMF, the Moldovan
authorities will establish the average interest rate for securities,
and will amend the fiscal policy to reduce the income tax for
individuals.

According to the finance minister, the tax talks with IMF will
focus on three variants. He declined from further comment on taxes.

The government will also discuss the relations between the state
budget and the National Bank of Moldova (BNM) concerning the
average interest rate of the state securities, which influence the
net income of BNM and the net income that is transferred to the
budget, said Manoli.

The technical mission of the IMF, led by Richard Haas, advisor of
IMF's European II Department, will stay in Moldova until September
8 to assess how Moldova observes the provisions of the Memorandum
on Economic and Financial Policies while working out the 2002
budget.

At the same time, this is a consultative mission that assists the
government in various economic issues, including the 2002 budget,
Manoli stressed.

The Finance Ministry presented on August 30 the 2002 draft budget
for the government. The project was set up on the basis of a 22.
4-billion-leu Gross Domestic Product, 10-percent inflation rate and
an exchange rate of the national currency of 14.5 lei for one
dollar. The income of the consolidated budget will amount to 5.192
billion lei, while the public expenses - 5. 512 billion lei. The
deficit will be 320 million lei, or 1.4 percent of GDP.

cu expertii Fondului Monetar International mai multi indicatori principali din proiectul
legii bugetului pentru anul 2002 ar putea suporta modificari, a declarat ministrul Finantelor,
Mihai Manoli.

Astfel, a fost deja modificata prognoza initiala pentru anul viitor a cursului valutei nationale fata
de dolar, de la 14,5 la 13,5 lei pentru un dolar american.

Totodata, dupa consultarile cu FMI urmeaza a fi stabilita rata medie a dobanzii pentru hartiile
de valoare de stat pentru anul viitor, precum si unele modificari in politica fiscala, in
particular reducerea cotei impozitului pe venit pentru persoanele fizice.

Potrivit ministrului Finantelor, in discutiile cu FMI vor fi abordate trei variante de modificare
a cotei impozitului pe venit pentru persoanele fizice, el nu a facut insa alte precizari.

Vor mai fi examinate relatiile dintre Bugetul de Stat si Banca Nationala ce tin de rata medie
a dobanzilor titlurilor de stat, care influenteaza venitul net al BNM si venitul net ce urmeaza
a fi transferat la buget, a mai spus Manoli.

Misiunea tehnica a Fondului Monetar International (FMI), condusa de Richard Haas,
consilier in Departamentul Europa II al FMI, se va afla in R.Moldova pana la 8 septembrie
si urmeaza sa estimeze in ce masura au fost respectate clauzele Memorandumului la
elaborarea proiectului bugetului pentru anul 2002.

Misiunea poarta un caracter consultativ, ea va acorda asistenta Guvernului, inclusiv in
ceea priveste proiectul bugetului pentru anul viitor.

Ministerul Finantelor a prezentat la 30 august Guvernului proiectul legii bugetului pentru
anul 2002. Proiectul ea fost construit in baza unui Produs Intern Brut de 22,4 miliarde lei,
o rata a inflatiei de 10% si un curs de schimb al valutei nationale de 14,5 lei pentru un
dolar american. Veniturile bugetului consolidat vor constitui 5,192 miliarde lei, iar
cheltuielile publice - 5,512 miliarde lei. Proiectul legii bugetului pentru anul viitor prevede
un deficit bugetar de 320 mln lei, sau 1,4% din PIB.
