MOLDOVA LOSING CHANCES TO RECEIVE INTERNATIONAL
ASSISTANCE THIS YEAR, FINANCE MINISTER WARNS

Chisinau-15.10.2001/11:30:53/(BASA-economic) Moldova's chances to
receive international assistance this year are slim and go on
loosing after the European Commission postponed a recent visit of
its mission to Chisinau, Moldovan Finance Minister Mihai Manoli
stated to Free Europe radio station on Sunday.

If the international lenders refuse to resume the financian of
Moldova, we shall have to seek resources inside, warned the
minister.

Manoli stressed that the tax collections and other payments to the
budget have significantly reduced over the last time. The state
earns now only 9 million lei per day, or 4 million less that it had
earned earlier from taxes, duties etc. For this reason, the
government must continue talks with the International Monetary Fund
(IMF) and it must urgently sign a supplement to the Memorandum on
Financial and Economic Policies.

Eugen Garla, member of the parliamentary commission for economy,
budget and finances, warned that Moldova was at the brink of
isolation from international creditors and investors. In this case,
the national currency, the leu, will fall to 20 units per U.S.
dollar from the projected 13.5 lei in the 2002 budget law.

Last summer, the finance minister warned of an eventual default of
Moldova and a long financial isolation, if the government did not
fulfil the conditions of the Moldova-IMF memorandum.

When the government had projected the 2001 budget, it included 30
million dollars in a promised funding from the World Bank and 6.3
million dollars from the European Union. Now the hope to receive
this money has become very slim, Manoli repeated.

Chisinau-15.10.2001/(BASA-economic) Dupa amanarea vizitei la Chisinau a misiunii Comisiei Europene, sansele Guvernului de a primi finantare externa in acest an s-au redus la minimum, a sustinut ministrul Finantelor, Mihai Manoli, intr-o declaratie facuta ieri postului de radio Europa Libera.
In cazul in care organismele financiare internationale nu vor debloca creditarea Republicii Moldova va trebui sa mizam doar pe resurse interne, a declarat ministrul Finantelor.

Mihai Manoli a precizat insa ca acumularile la buget au scazut semnificativ in ultimul timp. Astfel, acumularile zilnice la buget au scazut de la aproximativ 13 mln lei pana la 9 mln lei. Din aceasta cauza Guvernul trebuie sa continue negocierile cu FMI si sa semneze urgent suplimentul la Memorandumul privind Politicele Economice si Financiare.

Deputatul Eugen Garla, membru al Comisiei pentru economie, buget si finante, a apreciat ca Republica Moldova risca sa fie izolata in raport cu institutiile financiare internationale si cu investitorii straini. Totodata, ca urmare a izolarii internationale, se asteapta o crestere a cursului dolarului de pana la 20 de lei pentru un dolar, fata de rata stabilita in proiectul Legii bugetului de 13,5 lei pentru un dolar.

Acum cateva luni ministrul Finantelor avertizase despre o eventuala intrare in "incapacitate totala de plata a R.Moldova fata de creditorii externi si interni pe o perioada indelungata si o izolare financiara fara solutii" in cazul neindeplinirii clauzelor stipulate de Memorandumul privind Politicele Economice si Financiare.

Ministrul declara ca in cazul intreruperii finantarii externe R.Moldova nu va primi 30 mln USD de la Banca Mondiala si 6,3 mln USD de la Uniunea Europeana care au fost luate in calcul la formarea bugetului pe anul curent.
