INTERNATIONAL MONETARY FUND STOPPED FINANCING FOR THE REPUBLIC OF MOLDOVA BECAUSE THE GOVERNMENT DID NOT FULFILL ITS COMMITMENTS TOWARDS THIS FINANCIAL BODY

"The IMF Mission will no longer be able to present to the Executive Board
of this financial body the proposal for resumption of financing for the
Republic of Moldova, because the government from Chisinau did not fulfill a
series of preliminary conditions set earlier", representative of the
International Monetary Fund to Chisinau, Edgardo Ruggiero, declared to the
press on Wednesday, cited by AP FLUX.

According to him, the Government from Chisinau did not yet take measures for
elimination of restrictions on the export of used metal, did not implement
pre-shipment inspection for goods, etc.

Ruggiero did not specify when will the IMF be able to resume financing for the
Republic of Moldova, but mentioned that a new mission will come to Chisinau in
October, and it follows to analyze the economic situation from that time, and
to initiate new talks with the Government in regard to elaboration of an
economic strategy. "Only after this a new financing program for economic
growth and poverty eradication follows to be negotiated. We will resume talks
only after IMF will exactly understand how does the state see its role in
country's economy. In our opinion, the state is to guard not just accumulation
of revenues, but a strategy for country's development as well", Ruggiero
concluded.

AP FLUX reminds that the IMF mission that visited Chisinau in June of this
year conditioned resumption of financing for the Republic of Moldova with
removal of export restrictions, implementation of pre-shipment inspection of
goods, and adjustment of the State Budget and Social Fund to the real economic
situation.

IMF executive council followed to discuss in September resumption of financing
for the Republic of Moldova, and a tranche of credit in value of approximately
15 million dollars followed to be allocated afterwards, and a similar one - by
the end of this year.

IMF blocked financing of the Republic of Moldova after, in July 2002, the
Government benefited from a credit in value of over 9 million Special Drawing
Rights (12.3 million dollars), AP FLUX also informs.

 "Misiunea FMI nu va putea perzenta adunarii Executivului acestui organism financiar prpunerea de a relua finantarea Republicii Moldova, deoarece Guvernul de la Chisinau nu a indeplinit o serie de conditii preliminare stabilite anterior", a declarat miercuri presei reprezentantul Fondului Monetar International la Chisinau, Edgardo Ruggiero.

Potrivit lui, Guvernul de la Chisinau nu a intreprins pana acum masuri pentru eliminarea restrictiilor la exportul metalului uzat, nu a implementat inspectia inainte de expeditie a marfurilor etc.

Ruggiero nu a concretizat cand FMI va putea relua finantarea Republicii Moldova insa a mentionat ca in luna octombrie, la Chisinau va sosi o noua misiune care urmeaza sa analizeze situatia economica existenta si sa initieze cu Guvernul noi discutii privind elaborarea unei startegii economice. "Abia dupa aceasta urmeaza sa fie negociat un nou program de finantare pentru cresterea economica si de combaterea saraciei. Vom relua discutiile doar dupa ce FMI va intelege exact cum isi vede satul rolul sau in economia tarii. In opinia noastra, statul terbuie sa se gandeasca nu doar la colectarea veniturilor, dar si la o strategie de dezvolatre a tarii", a conchis Ruggiero.

FLUX reaminteste ca misiunea FMI care a vizitat Chisinaul in luna inuie curent a conditionat reluarea finantarii Republicii Moldova de inlaturarea restrictiilor la export, de implementarea inspectiei inainte de expeditie si de ajustaera Bugetului de Stat si a bugetului de asigirari sociale la situataia economica reala.

Consiliul executiv al FMI urma sa discute in luna septembrie curent reluarea finantarii Republicii Moldova, dupa care urma sa fie alocata o transa de credit de aproximativ 15 milioane USD, iar pana la finele anului curent, inca una similara.

FMI a blocat finantarea Republicii Moldova dupa ce, in iulie 2002, Guvernul a beneficiat de un credit in valoare de peste 9 milioane DST (12,3 milioane USD).
