IMF POSTPONED BY FEW MONTHS THE EXAMINATION OF THE ISSUE RELATED TO THE NEXT PRGF TRANCHE

Chisinau 17.01.03 Info-Prim: The issue of allocation of the next tranche in the amount of US$12 million of the IMF credit for Poverty Reduction and Growth will be included on the agenda of the IMF Board of Directors meeting not before a visit to Chisinau of a Fund mission that will evaluate the progress made by the Government in the implementation of the actions agreed with the international bodies, declared for Info-prim the Resident Representative of the IMF in RM, Edgardo Ruggiero.

According to the Head of the IMF Chisinau office, the respective mission could visit Chisinau the earliest in the second half of February and, depending on the mission results, the set of documents for the Board will be prepared within two months from the end of the mission.

Initially, it was planned for the issue of Moldova to be included on the agenda of the IMF Board in December. The IMF postponed this term for the month of January, the reason being invoked as a technical one. The Fund showed still more reserves as regards the financial policies promoted by Chisinau, who did not adjust the SF budget to the criteria of the financial program agreed with the IMF October mission.

“So as the IMF Board meeting on Moldova did not take place in December, including due to the non-fulfillment of the prior-actions agreed with the October mission, now it necessary for the IMF staff to review the data as of the end of the fiscal year 2002 and a number of other things, which requires time”, specified Edgardo Ruggiero.

The credit in the amount of US$147 million under the PRGF mechanism was approved by the IMF on December 15, 2000. The first three tranches in the amount of US$12 million of this credit have been allotted in December 2000, February 2001 and July 2002, notes Info-prim.

Chisinau 17.01.03 Info-Prim: Chestiunea privind
disbursarea celei de-a patra transe in suma de 12 mln
USD din creditul Fondului Monetar International (FMI)
pentru reducerea saraciei si cresterea economica va fi
inclusa pe ordinea de zi a sedintei Consiliul executiv
al FMI nu inainte de vizitarea Chisinaului de o
misiune de experti ai Fondului care sa evalueze
progresele inregistrate de guvern in implementarea
actiunilor convenite cu organismele internationale, a
declarat pentru Info-Prim reprezentantul permanent al
FMI in RM, Edgardo Ruggiero.

Potrivit sefului oficiului de la Chisinau al FMI,
misiunea respectiva ar putea vizita Chisinaul nu mai
degraba de a doua jumatate a lunii februarie, iar in
functie de rezultatele misiunii pachetul de documente
pentru Consiliu va fi pregatit in aproximativ doua
luni de la incheierea acesteia.

Initial se programa ca chestiunea Moldovei sa figureze
pe una din sedintele din luna decembrie a Consiliului
executiv, FMI a amanat insa termenul pentru luna
ianuarie, motivele oficiale invocate atunci fiind de
natura tehnica. Fondul a formulat totusi mai multe
rezerve fata de politicile financiare promovate de
Chisinau, care nu a ajustat bugetul asigurarilor
sociale la criteriile programului financiar convenit
cu misiunea din octombrie a FMI.

“Intrucat sedinta Consiliului executiv al FMI in
problema Moldovei nu a avut loc in decembrie, inclusiv
din cauza nerealizarii conditiilor preliminare
convenite cu misiunea din octombrie, acum este necesar
ca expertii Fondului sa evalueze cifrele anului fiscal
2002 si un sir de alte lucruri, ceea ce necesita mai
mult timp”, a precizat Edgardo Ruggiero.

Creditul in valoare de 147 mln USD in cadrul
Mecanismului de Reducere a Saraciei si Crestere
Economica (PRGF) a fost aprobat de catre FMI la 15
decembrie 2000. Primele trei transe in suma de 12 mln
USD din acest credit a fost alocate in decembrie 2000,
februarie 2001 si iulie 2002, noteaza Info-Prim.
